ARTICLE 7. To see if the Town will vote to amend the vote of the Town passed under Article 18 at the 2021 Spring Town Meeting to (a) increase the amount of the appropriation and borrowing authorization therein for the Muraco Elementary School Culvert Project from $9,110,000 to $10,200,000, (b) determine how to fund the appropriation, including whether to borrow or to transfer existing funds, and (c) delete language regarding the allocation of premium received upon the sale of bonds or notes that is no longer necessary or consistent with state law, such that said amended vote shall now read as follows: “Voted: that $10,200,000 is appropriated to install additional culverts behind the Muraco Elementary School for flood mitigation purposes, including engineering expenses and all other costs incidental and related thereto; that to meet this appropriation the Treasurer with the approval of the Select Board is authorized to borrow $9,734,517.25 under Chapter 44, Section 7(1) of the General Laws, or under any other enabling authority, and to issue bonds or notes of the Town therefor, and $49,890.35 shall be transferred from the unexpended proceeds of the Town’s General Obligation Municipal Purpose Loan of 2018 Bonds dated June 27, 2018 issued for the purpose of funding the design, permitting and construction of a supplemental culvert and surface floodway at Skillings Athletic Fields, including all costs incidental and related thereto, pursuant to the vote of the Town passed April 27, 2015 (Article 1), which project has been completed and has no remaining liability, pursuant to Massachusetts General Laws Chapter 44, Section 20; and $415,592.40 shall be transferred from the unexpended proceeds of the Town’s General Obligation Municipal Purpose Loan of 2019 Bonds dated August 22, 2019 issued for the purpose of funding the architectural design services and for the construction of the McCall Middle School Expansion project, including the upgrading of building management and telephone systems, renovation of existing spaces, expansion of the cafeteria, and the construction of a four-story addition which includes general education classrooms, specialist work spaces, public toilets and other supplemental building, including all costs incidental or related thereto, as outlined in the February 2018 plans prepared by Flansburgh Architects, and for a traffic study and any associated improvements recommended therein, including but not limited to signalization, traffic calming, and signage, including all costs incidental or related thereto pursuant to the vote of the Town passed March 8, 2018 (Article 1), which project has been completed and has no remaining liability, pursuant to Massachusetts General Laws Chapter 44, Section 20; and that in accordance with Section 4-2 of the Town of Winchester Home Rule Charter the Town Manager shall have the authority to enter into contracts and approve payments with respect to the project.”; or to take any other action relative thereto.

  • I still think it is a shame that this project was not designed to facilitate pedestrian passage under the tracks. The existing housing and the new River St. project on the West side of the tracks lack easy access to down-town. However a path could be devised through the transfer station.

  • I totally agree that this is a missed opportunity.
