  • Details from Ken Pruitt's "Winchester Sustainability Newsletter" on Article 31:

    The second vote, which is Article 31, would amend the Public Shade Tree Bylaw to help reinvigorate the Permanent Street Tree Committee (PSTC) by updating its membership. The PSTC assists the town in the planning, funding, and implementation of street-tree planting and maintenance. The PSTC suspended meetings at the onset of COVID-19 and only recently resumed informal meetings. The proposed bylaw amendment would add a Climate Action Advisory Committee representative and the Sustainability Director (as a non-voting member), and make other technical changes intended to improve the committee’s functioning. It is hoped that a newly constituted PSTC, working closely with the Department of Public Works and others, will be able to help Winchester significantly increase the number of street trees and improve their management.

  • Regarding article 22, The article would max out the healthcare stabilization fund to 10% of annual expenses by adding $1m just weeks after that policy limit was set by the Select Board. Furthermore, only increases in healthcare beyond 5% annually would be considered eligible expenses, again based on this brand new policy. While I am pleased we as a town are so flush with cash we can stash away $1M, I worry that we will again be told that capital is underfunded.
