COGR had some work left over from spring town meeting, including our proposed updates to Chapter 2 (Town Meetings). We approved a set of changes that will appear as an article for fall town meeting. Changes include new background requirements for articles that request an appropriation; when such motions must be published on the town website; clarification on the COGR appointment process; and, deleting two defunct/dormant committees (Human Services, Equal Opportunity).
Below please find a summary of the proposed updates.
Section 3. Rules of Procedure
o Changing subsection (3.3) by adding he words “resident, or” and striking the words “or minor”
o Adding a new subparagraph (3.8.2.1.1) requiring background estimates of costs and funding sources for warrant articles that request the appropriation of funds
o Adding a new subparagraph (3.8.2.1.2) directing such estimates to be shared with the Finance Committee for review
o Adding the words “and the finance committee” to paragraph 1.2 of section 3.8.2
o Adding a new sentence requiring an electronic version of each main motion and supporting report be made available on the town’s website at least 10 days prior to town meeting
Section 4. Standing Committees
o Adding the words “Nominated by and from the town meeting members from each precinct and” (4.3.2)
o Adding the words “considered for appointment” (4.3.2)
o Striking in its entirety section 4.6 (Human Services Committee)
o Striking in its entirety section 4.7 (Committee for Equal Opportunity
